To produce this effect, in my image editing software, a copy of the background layer was made. The colour saturation of the background layer was increased. I then ran the 'find edges' filter on the copy (top) layer and adjusted the brightness and contrast of this layer. The layer blending mode was chosen to give the desired effect and the layer opacity reduced to 50% allowing the background layer to show through. The layers were then flattened and the image levels adjusted to give the finished effect.
